Daniel Wagner, SCMP: As the US wakes up to China’s ambition, expect an epic arms race – even if neither wants war

* The power struggle is on as America and China enter a competitive relationship the likes of which the world has never seen, with military spending the centrepiece. Neither side wants war, but the competition will be bruising

The defining character of the relationship between China and the United States has, for decades, been based on a gradual transition of power. Beijing recognised this early on, but a lot of powerful people in Washington did not realise what was happening until relatively recently.

They had believed that the bilateral relationship was primarily about commerce. Now that it is apparent what the relationship really is about – the slow devolution of power from Washington towards Beijing – it is having a profound impact on how the two nations interact and compete.

As China continues to grow stronger, it will become increasingly less inclined to compromise on issues it views as important to Chinese national interests. In response, Washington may find it increasingly challenging not to overreact.

WNU Editor: One of the better commentaries that I have read on the growing competitive nature between China and the U.S.. But there are a few parts that I disagree with, namely the following ....

.... China’s leadership seeks to secure the Communist Party’s objectives without jeopardising regional stability or the party’s monopoly on power – both of which remain critical to the country’s economic development.

The Chinese Communist party's monopoly on power is no longer the critical element to the country's economic development. In fact it is becoming a detriment. Making bad economic choices because of ideology and politics never ends well, and in the case of China, they are facing debt obligations and economic commitments that are becoming more and more difficult to sustain. There is also growing unrest in China on the Communist party's stranglehold on power and its reluctance to address and/or ignore local grievances. All my friends and contacts in China are now telling me the same thing. What is happening in Hong Kong today can happen in China in the near future if Beijing continues to enforce its will and authority on regions that do not support the policies that it advocates. But here is an easy prediction. Beijing is not listening.

As for the U.S. - China balance. The problem that China has is that almost every country in Asia has a serious grievance with China. The enormous trade imbalance that favours China is one, but border disputes and military intimidation by China is the other. In such an environment the U.S. is well placed to play an important role, albeit with a smaller footprint. As for outside of Asia. Trade imbalances and owing China a lot of money because of debt obligations is causing resentment in places like Africa and elsewhere. With time this is only going to feed growing anti-Chinese sentiment.

And as for an arms race. China still has a long way to go before catching up with the U.S..
